Margaret, a long time ago I told you of my experience of targets and their uselessness. But once a government has taken (expensive) consultancy advice that targets work – that’s what you get.
Tim Harford (ex FT colleague) now reports that this government may look at (accept?) the idea of proper trials (eg blind) of social proposals. Which could (just) include ideas like ‘target-setting’?
